'Sample' actually is not a platform, instead it is a set of emoji candidates' pictures released by Unicode Consortium before the official announcement of new emojis.

The Unicode Consortium is an non-profit organization devoted to 'developing, maintaining, and promoting software internationalization standards and data', particularly the unicode standard.

When we want a new emoji, we need to submit a proposal to Unicode Consortium and it also needs to satisfy many requirements. One of the requirement is you need to make one sample color image and one sample black&white image for each proposed emoji, and this is the birth of 'sample' emojis. However, even if the emoji passes the application, its final official image may be different from your original proposal. Read more about: How To Submit A New Emoji
